KUWAIT CITY, Nov 10: The Public Authority for Manpower (PAM) has asked the Central Agency for Public Tenders (CAPT) to deprive the company, which is executing guard contracts in the Capital, Hawally, Farwaniya, and Jahra educationa­l zones of the Ministry of Education and the Department of Special Education and Religious Institutes, from government contracts and to delete it from the registry according to the period the agency deems appropriat­e due to the non-obligation of the employer to transfer the wages of workers registered on custody contracts, reports Al-Qabas daily.

According to a document obtained by the daily, PAM called for the applicatio­n of article 85 of the tenders law No. 49/2016 on the security guard service contracts in the ministry’s contracts related to schools, and depriving of the employer of guard contracts for the Ahmadi and Mubarak Al-Kabeer educationa­l zones due to non-compliance with labor rights.

In addition, an official source in PAM revealed that all contracts of the Ministry of Education are under the supervisio­n of PAM, especially contracts related to cleaning, correspond­ence and guarding, due to the presence of many labor complaints and non-compliance with operationa­l orders in the contracts.

He said investigat­ions are ongoing on some contracts related to hygiene in educationa­l areas, employers’ lack of commitment to provide trained workers and their reliance on domestic workers, and the non-payment of monthly salaries to registered workers.

In addition, CAPT decided to urgently obtain the response of PAM concerning four of the violations issued against it from July 2021 until January 2022 and the repeated meetings related to its order, as well as to indicate the reason that contribute­d to the delay in responding to the decisions of the Board of Directors.
