No drug addiction, any diseases: MP
Pre-marital test amendment call
KUWAIT CITY, Nov 10: MP Saad Al-Khanfour has proposed amending law number 31/2008 on premarital medical test, particularly Article One to read as follows: “Those planning to get married are required to obtain a medical certificate confirming they do not suffer from drug addiction, as well as infectious and genetic diseases specified by the Ministry of Health. The certificate is valid for six months.
Al-Khanfour explained his proposal is aimed at giving more protection for the family and society against drugs and diseases.
MP Abdullah Al-Anbaie submitted two proposals; one of which stipulates the need to carry out maintenance works on the roads in Sabah Al-Ahmed City, as well as the establishment of entry points in blocks One and Two opposite Doha Road and from the Fourth Ring Road.
The second proposal is to allocate 20 percent of indoor advertisement spaces for the owners of small and medium enterprises (SMEs) at low prices, as a way of supporting SMEs.
MPs Khalid Al-Otaibi, Thamer Al-Suwait, Mubarak Al-Hajraf, Fares Al-Otaibi and Muhammad Barrak Al-Mutair submitted the following bills:
- amend Article 24 of Commercial Law number 68/1980 to allow any foreign company to open a branch in the country without the need for a local agent.
- amend Article 31 of Public Tenders Law number 49/2016 stipulating that a contractor who intends to participate in public or limited bidding must be an individual or a company registered in the Commercial and Supplier and Contractor registers.
- add an article (33bis) to Direct Investment Support Law number 116/2013 stating that whoever places obstacles in front of workers mentioned in Article 33 will be imprisoned for a maximum of one year or fined KD3,000 to KD10,000.
MP Muhammad Al-Hewaila proposed linking the distribution of industrial plots with the requirement to hire Kuwaitis such that they constitute 25 percent of the total workforce; otherwise, the subsidized rent, fuel and electricity will be cancelled.
Meanwhile, MP Abdulkareem AlKandari asked Deputy Prime Minister and State Minister for Cabinet Affairs Barrak Al-Sheetan about the delayed issuance of the executive regulations for law number 74/2020 on addressing the demographic imbalance, specifically the action taken against those who caused the delay and date of issuing the regulations.
MP Fares Al-Otaibi asked Minister of Commerce and Industry and State Minister for Communications and Information Technology Maazin Saad Al-Nahidh if the industrial plots outside the industrial areas at Abdullah Port and Sulaibiya have been distributed and if two plots were allotted to some companies although they are entitled to only one plot. He wants to know the legal bases for such decisions.
He also inquired why a license was granted to the third used car tyres recycling factory in Salmi – a violation of the decision stating that only two factories should be licensed.
