Kuwait’s structural scheme translates Amir’s vision: Official
KUWAIT: The State of Kuwait’s Fourth Structural Scheme (2040) “is a translation of His Highness the Amir’s outlook to transfer Kuwait into a regional and international financial-commercial Hub,” Municipality General Director Ahmad Al-Manfouhi affirmed.
Addressing the first workshop on the major scheme yesterday, Al-Manfouhi said, “Now we begin practical steps for accomplishing this scheme.” His Highness the Prime Minister Sheikh Jaber Mubarak AlHamad Al-Sabah affirmed his personal care for the plan by chairing the affiliate higher commission. He had attended the signing contract of the structural strategy in November. Al-Manfouhi added that he was looking forward to realize the State’s future outlook to transform Kuwait into a financial-commercial center, luring foreign companies and transacting re-exports. However he indicated the need for enacting necessary legislations to press ahead with implementing it.
Kuwait, considering its geographic status, is qualified to be established as a reexporting center, Al-Manfouhi said, indicating at a plan to link up the country with northern Asia and the Middle East.
Saad Al-Muhailbi, in charge of the scheme division, affirmed that today’s workshop signaled start of implementing the plan. He explained that the project covers several phases; the first features collection of data from government departments and the second deals with presenting work papers about the economy, housing and the environment. The third phase, he illustrated further, is the stage of implementation to transfer Kuwait into “a smart State by presenting legislations and laws intended to encourage the private sector and the foreign investor to launch businesses in the country.”
