NoufEXPO organizes 1st Consulting Services for Governmental Projects Forum (ENCON1)
‘The 2035 Plan will help Kuwait become an advanced country’
KUWAIT: Engineer Bader Al-Salman President of the Federation of Kuwaiti Engineering Offices and Consultant Houses welcomed the convening of the first Consulting Services for Governmental Projects Forum under the motto of ‘Towards Professional and Transparent Consulting Services.’
Salman said in a press release yesterday that he is delighted with the patronage of His Highness Sheikh Jaber Al-Mubarak Al-Hamad Al-Sabah, the Prime Minister of the State of Kuwait, of the event that will be organized by NoufEXPO at Al-Baraka Ballroom of Crowne Plaza hotel from 17 to 19 September 2017. He was also delighted to announce that ‘ENCON1’ will be inaugurated by Sheikh Mohammad AlAbdullah Al-Mubarak Al-Sabah, the Minister of State for Cabinet Affairs.
Development plan
Salman said that ENCON1 will discuss Kuwait’s development plan of 2035 and how consulting services can be leveraged to form the strong base upon which the projects of the plan can be, professionally, executed throughout all phases. He added, “The patronage of His Highness the Prime Minister and the inauguration of Sheikh Mohammad AlAbdulla represent a much welcomed and needed support that will help us boost our efficiency, productivity, and governance frameworks while executing projects. This will, definitely, improve the level of professionalism and transparency that the Federation of Kuwaiti Engineering Offices and Consultant Houses strives to achieve.”
Salman added, “Consulting services represent the corner stone for all projects regardless of their classification or size. These services are the first building block upon which all other phases are built. More professional and more transparent consulting services help us execute projects successfully according to their specifications, within allocated budgets, and within assigned timeframes. ENCON1’s motto of “Towards Professional and Transparent Consulting Services” confirms that these values should govern projects’ life cycle throughout in order to achieve the vision of His Highness the Amir Sheikh Sabah A-Ahmad Al-Jaber Al-Sabah to brand Kuwait a global financial and trade center.”
Course of action
Commenting on ENCON1 proceedings, “Kuwait’s 2035 Plan is the course of action needed to secure Kuwait’s progress and prosperity. The Central Agency for Public Tenders will make sure that all the Plan’s projects are executed with the highest standards of professionalism and transparency. It is, no doubt, a critical responsibility the Agency carries out led by Abdullah Saud Al-Abdulrazzak, the Chairman of the Board, and Haya Al-Wadaani, the Secretary General. The General Secretariat of the Supreme Council for Planning and Development will detail Kuwait’s 2035 plan and the many investment opportunities it will make available for years. The Supreme Council has been working hard to deliver this magnificent plan supported by Hind Subaih Barrak Al-Subaih, the Minister of Social Affairs and Labor and Minister of State for Economic Affairs, and Khaled Mahdi, the Secretary General of the General Secretariat of the supreme Council for Planning and Development.”

Event’s program
Salman outlined ENCON1’s program. He said that the event will feature panel discussions with participation of leaderships from the Central Agency for Public Tenders, the General Secretariat of the Supreme Council for Planning and Development, audit organizations such as State Audit Bureau and the Department of Legal Advice and Legislation, and the United Nations Development Program. Improving and shortening the documentary and business cycle will be among the hot topics. Technical sessions will be delivered by specialized companies presenting their views on design, supervision, and project management practices of both engineering and administrative aspects of projects. Finally, ENCON1 will feature informative workshops that will discuss the documentary cycle of projects and variation orders of consulting contracts.
