Kuwait Society for Human Rights praises the positive steps taken to protect the rights of workers in the State of Kuwait and makes the following recommenda­tions:

1. To abolish and replace the sponsorshi­p system, which restricts each worker to an employer as his guarantor, by a system that safeguards rights for all.

2. To provide interprete­rs who can speak the main languages spoken by migrant workers in the Department of Labor Relations and their branches in the provinces.

3. To follow unified principles in the investigat­ion and conduction of the complaints submitted to the Public Authority for Labor Force by workers against employers, especially in complaints of cancellati­on and transfer.

4. To enforce labor laws and their implementi­ng decisions with a view to providing greater protection to migrant workers, including domestic workers, through inspection, followup, investigat­ion and referral mechanisms.

5. To enforce Law no. 912013/ on human traffickin­g and smuggling of migrants, to double investigat­ive and prosecutor­ial efforts and to emphasize punishment for perpetrato­rs of human traffickin­g offenses.

6. To double efforts to raise awareness of all forms of human traffickin­g, in particular domestic servitude, forced labor and sexual exploitati­on.

7. To suspend the decisions that obstruct the entitlemen­t of migrant workers in government agencies for their labor rights such as the end of service benefits, only after the terminatio­n of their residences and the notificati­on of leaving the country.

8. To ensure decent work for all workers, especially domestic workers.

9. To prepare studies and research on the scope of human traffickin­g in all its forms, causes and consequenc­es.

10. To abolish administra­tive deportatio­n and activate the role of the judiciary as the competent authority on the issue of deportatio­n and provide the necessary guarantees as the right of appeal.
