Ex­ec­u­tive can­not is­sue any rec­om­men­da­tion on which taxes were good or detri­men­tal be­cause no sta­tis­ti­cal data has been dis­closed that would al­low the Le­banese sov­er­eign—the peo­ple—to eval­u­ate such taxes. The Min­istry of Fi­nance said they ran sim­u­la­tions, but those were not made pub­lic be­fore, dur­ing, or af­ter the taxes were rat­i­fied. Elected and pub­lic of­fi­cials must elim­i­nate par­ti­san pol­i­tics as much as pos­si­ble from the tax de­bate by elu­ci­dat­ing the sta­tis­ti­cal base that is avail­able. If the tax law will be amended, or if the rev­enue mea­sures are to be in­cluded in next year’s bud­get, then due process, proper pro­ce­dure, trans­parency, and study of the im­pli­ca­tions—rather than games­man­ship or dis­torted claims—must be fol­lowed.
