THE success of the Negri Sembilan government in achieving 44 out of its 45 pledges in the 13th General Election (GE13) will be repeated in GE14, which will boost its capability in fulfilling its promises to the people

The GE14 manifesto, themed “Bukti, Bukan Sekadar Janji” (Proof, Not Just Promises), announced by state Barisan Nasional chairman Datuk Seri Mohamad Hasan, is in line with the Towards Modernising Negri Sembilan 2045 policy, involving the state’s Modern Development Plan 2045, Malaysia Vision Valley Development Plan and Rural Outreach Plan.

The two main thrusts promised in the manifesto for the 2018 to 2022 period are “Prosper the State” and “People’s Welfare”.

Mohamad said under the Prosper the State thrust, BN would prioritise nine clusters: economy, investment, infrastructure, education, tourism, agriculture, unity, environment and civil service.

For the People’s Welfare thrust, BN has outlined nine clusters focusing on community welfare: housing, health, sports, Orang Asli, youth, women, poverty, safety and the environment.

“All promises offered in the manifesto are robust, practical and achievable based on financial ability, thus, it will not affect the state’s finances,” Mohamad said.

“This is evident through our success of implementing 44 out of 45 thrusts made in GE13. One was not implemented as our review found that the project was not a requirement, so we gave priority to more important needs of the people.”

Among initiatives highlighted in the manifesto is the people’s wellbeing, which pledged to care for the rakyat.

Through this initiative, BN has delivered five pledges, including to ensure that no eligible individuals are left out in receiving aid under its Social Security Network Policy.

This effort is successful, with more than 1.33 million people in the state receiving aid provided by the state government.

From 2013 to last year, 1,037,547 people were eligible to receive 1Malaysia People’s Aid; 182,638 recipients of aid from Baitulmal; and 110,504 recipients from the Social Welfare Department.

The “people’s wellbeing” initiative includes a pledge for zero hardcore poor, following the state government’s efforts in giving more attention to the development of rural and suburban areas.

The state emerged as the earliest state to register zero hardcore poor in 2016, based on the Poverty Guidelines household income of RM580 per month per household.

Mohamad said efforts by the state government had proven effective in improving the state’s economy.

A pledge for nominal land tax and capital aid for schools are also included under this initiative, benefiting 118 schools in seven district — 34 schools in Seremban; Port Dickson (29); Jempol and Jelebu (22); Kuala Pilah (17); and eight each in Tampin and Rembau.

Rebate for land development replanning was also included, involving RM5.1 million rebates given to 19 developers and saw 168,094 sq m of land being developed here, in Port Dickson, Rembau, Gemas, Tampin and Jempol.

Seven haemodialysis service centres were set up, with 142 machines. Of this number, six centres were set up by the state government, containing 130 machines, while one centre with 12 machines was provided by the Negri Sembilan Islamic Religious Council.

Under an initiative to focus on providing affordable housing for the people, three pledges have been delivered, including adding more affordable housing, developing more 1Malaysia People’s Housing Projects (PR1MA) and completing the construction of low-cost public houses in Tanah Merah Estate in Port Dickson and Rantau.

A hundred low-cost houses in Port Dickson and Rantau are expected to be completed by December.

According to the state government’s portal, 263 units of affordable houses have been built, with 100 units at the Rimbunan Kasih residential area in Mukim Batu Hampar; 22 units in Rantau; and 141 in Kuala Pilah, under the 1Malaysia Civil Servants Housing Scheme.

More than 1,000 units are expected to be completed this year, with more than 3,500 units in the pipeline. About 8,800 units of PR1MA houses are expected to be ready by 2020.
