‘RTD valuation of seized vehicles for auction did not follow SOP’

KUALA LUMPUR: The valuation of Road Transport Department (RTD) vehicles that were auctioned off was not done according to standard operating procedures (SOP), said the Auditor General’s 2017 Report.

The audit showed that the valuation was done without any supporting documents of the vehicles.

The findings revealed that 122 cars auctioned off in five states between 2015 and last year were sold without any supporting documents to show the actual reserved value of the vehicles.

The reserved value of the vehicles was merely determined by the

Automotive Engineerin­g unit of the department.

“All they did to determine the value of the vehicles was by referring to websites like Mudah.com and carlist.com.

“They set their own criteria in determinin­g the reserved price without having any standard operating procedure to value the vehicles,” the report said.

Following the finding, the auditor general has proposed that RTD re-evaluate its SOP, especially in determinin­g the value of vehicles it intended to dispose of.

The SOP, the report said, was needed to determine how long seized vehicles, including cloned cars, should be kept before they were disposed.

The auditor general said weaknesses in the process could lead to abuse and loss of seized vehicles.

The audit between August and November 2017 on 11 locations used to store vehicles seized by RTD showed that the department did not have any security measures in place, which could lead to parts and accessorie­s from the vehicles be easily stolen.
