KLSC comes under scrutiny
Public Accounts Committee (PAC) made six recommendations yesterday to the government with regard to the re-development of Kuala Lumpur Sports City (KLSC) in Bukit Jalil.
Among the recommendations is having a Standard Operating Procedure (SOP) for comprehensive maintenance to ensure government assets can be utilised long term.
The National Stadium Board (NSB) has also been instructed to prepare sufficient funds for maintenance, which includes a study of the best stadiums in other countries.
“The NSB needs to prepare an expenditure forecast to ensure there is sufficient funding for the maintenance of all the stadiums under them. The parliamentary PAC will also get the Sports Ministry to prepare a budget or an estimate for additional allocations should NSB not have sufficient funds.
“It has been recommended that NSB work together with RJSB (Rukun Juang Sdn Bhd) to prepare a standard operating procedures (SOP) and training of NSB staff, as well as prepare tender documents for stadium maintenance contracts within the DLP (Defect Liability Period) that will end on July 21.
“The Sports Ministry and NSB must obtain and keep all important documents relevant to the project, such as the asbuilt drawings as well as maintenance records in digital format.
“And, it has been advised that the Auditor General executes a follow-up audit on NSB after two years from when the PAC report is released before re-presenting it to parliament,” said PAC Parliament chairman Datuk Seri Dr. Ronald Kiandee.
This came after the initial findings that were presented in the Auditor General’s 2nd Series for the year 2017 report that was presented to parliament on Dec 3 last year.
The maintenance of KLSC has come under scrutiny, apart from the reimbursable sum of RM176.91 million for non-functioning fire alarm system, the absence of Fire Certificates (FC), the DLP and KLSC’s business module.
Meanwhile, the developer of KLSC, Malaysian Resources Corporation Berhad (MRCB) said: “We take note of the committee’s recommendations and wish to thank the PAC and the government for recognising its achievements in relation to this project.”
