The frameworks will bolster the grassroots strength of the party. This is to help the party create a new energy that is ready to fight and win in GE16.

PKR will start preparing for the 16th General Election (GE16) two years earlier to ensure Datuk Seri Anwar Ibrahim remains prime minister.

PKR deputy president Rafizi Ramli said PKR would roll out two plans, known as Kemas16 and Pop25, to strengthen the grassroots and leadership in preparation for GE16.

The Kemas16 (Keadilan Menang PRU16) plan involves PKR’s framework to prepare and consolidate the party’s strength to face the next general election.

While the Pop25 (Pemerkasaan Organisasi Parti 25 Tahun) plan is for empowering organisation to ensure the party remains relevant for the next 25 years.

The frameworks were launched by party president Datuk Seri Anwar Ibrahim at the 25th anniversary celebration here yesterday.

“The frameworks will bolster the grassroots strength of the party. This is to help the party create a new energy that is ready to fight and win in GE16,” said Rafizi.

According to the party’s official pamphlet, Kemas16 will outline preparations to face the series of elections ahead of GE16 in an integrated manner.

There are five targets under Kemas16, including organising at least four programmes at the grassroots-level by the end of this year.

They also include increasing the programmes periodically next year ahead of GE16, reaching at least 80 per cent of on-the-fence voters using the ‘phone bank’ method by the end of 2025, as well as training and certifying a 2,000-member communication machinery by the end of next year.

The POP25 framework contains five targets, including increasing the number of party members at the divisional level by 20 per cent, setting up at least one party division at all polling districts in the country, as well as having 20 trained communication machineries at every party division nationwide.

The success of POP25, the party said, hinged on the strength and effectiveness of the organisation at the grassroots level, which would be developed using a structured approach.

“The programme (under the Kemas16 framework) would be developed as the main enabler according to the template.

“Kemas16 will be launched at the state-level, then implemented at the divisional level this year,” said Rafizi.
