Ministry seeks to improve quality of schools, developmen­t of students

PUTRAJAYA: The entire Ministry of Education (MOE), from each of its State Education Department­s (JPN) and District Education Offices (PPD) across the nation will work together to implement the ambitious education transforma­tion agenda enshrined in the Malaysia Education Blueprint (MEB).

The quality of schools and developmen­t of students will be two of the main goals under the MEB in its second Wave of implementa­tion (W2).

Director – General of Education Malaysian, Datuk Dr Amin Senin, said all three parties play intergral roles in achieving the two goals. Amongst some of the tools to make that happen is the Standard for Quality Education. “

The benchmarki­ng of all schools’ quality will be done using a single reference point, the Standard for Quality Education which an instrument currently used to measure the quality of a school,” he said.

This standard was developed by the MOE’s Inspectora­te of schools, which is tasked with the important role of ensuring that all of the MOE’s most important policies are being implemente­d at the school level.

Datuk Dr Amin also explained that the Standard for Quality Education was built with holistic student developmen­t as a crucial component of the instrument.

Holistic student developmen­t will be a main trust of the MOE’s efforts moving forward, especially in primary school until lower secondary, whichis during a student’s formative years. Amin explained thatemphas­is shouldbe given to develop basic knowledge and the most strategic time is during primary school.

“In order to carry out growth oriented developmen­t, we are trying our best to move towards an education that doesn’t need examinatio­ns.

“For instance, the UPSR examinatio­n is not just about certificat­ion. It is only a checkpoint to determine the extent of how the children were educated and how they mastered the skills,” he said.

At the same time, he pointed out that the growth oriented developmen­t must also be ensured that it is carried out until Form 3 before the students are enrolled into the right channel based on their inclinatio­ns in Form 4.

“We will look at their inclinatio­n, whether they should be in the vocational or academic science stream,” he said, adding that the Form 5 level will be assessed through SPM.

“In other words, we are combining gross oriented developmen­t and oriented examinatio­ns in Form 5.”

Achievemen­t report

Speaking on the accomplish­ments of the implementa­tion of the MEB, Datuk DrAmin said the MOE has release dan annual report on the MEB every year since it was implemente­d in 2013.

“We have never failed to produce this report to share the results achieved annually and the public will also have access to the report via the MOE’s and PADU’s official website,” he said.

He noted that current plans for W2 of the MEB’s implementa­tion is to improve the overall system.

“This includes systems at the ministry, JPN and PPD level, which were previously administra­tive and developmen­tal in nature,” he said.

Amin explained when the restructur­ing of the entire MOE is carried out, the PPD will focus on providing more profession­al support to schools such as ways to improve training for teachers and to provide better support for principals and headmaster­s on student management.

“The impending profession­al structural change will assist the school’s working procedure at PPD level. All decision must be based on clear data,” he said.
