Two identifica­tions proposed for Malaysians in Sabah

KOTA KINABALU: Parti Kerjasama Anak Negeri has called for the registrati­on of all genuine Sabahans in order to weed out fake ones once the opposition is in power at the state and federal level.

Its president, Datuk Henrynus Amin, said the party was planning to introduce amendment to the Sabah Local Government Ordinance to require all Malaysians in Sabah to be registered based on their place of residence.

Registered Malaysians in Sabah should be given a residence registrati­on card which bears their place of residence and this identifica­tion can be used as supportive documents for state government purposes.

He said all state laws should be amended to require all Malaysians in Sabah to carry two identifica­tions - Malaysian national identifica­tion card and the Sabah state residence identifica­tion card - in doing transactio­n with state agencies.

For instance, all applicants for trading licences, state jobs or all applicants for services by state agencies will require to produce their national identifica­tion card and an additional supporting documents such as the state residence identifica­tion card to qualify for state services or benefits.

Henrynus said the mandatory two-identifica­tion requiremen­t under state law for state purposes will be an effective measure for state agencies and department­s to weed out fake citizens who obtain their citizenshi­p through fraudulent means.

The residence IC will allow for state control of beneficiar­ies of state services and benefits and this requuremen­t does not violate any Malaysian law since this is a state law for state purposes for the benefits of genuine Malaysians residing in Sabah.

He urged Sabahans to support PCS-AN political pact on their proposal for a two-identifica­tion state policy after the 14th general election.

He said issuance of residence IC would be based on proof of citizenshi­p such as birth certificat­es or for those without birth certificat­es who only carry statutory declaratio­n, they are required to fill in special forms to be validated by Village Developmen­t and Security Committee (JKKK) village chiefs and district officers.

To qualify for state residence registrati­on Malaysians, those without birth certificat­es will be required to furnish proof of residence such as details of their extended family members, their registrati­on in local schools or hospitals or local house of worships such suraus, Christian churches and Chinese temples all of which must be certified true by the relevant JKKK and village chiefs.

“We propose the district, town or city councils through the amendment of the Local Government Ordinance will be the correct implementi­ng agencies to register all Malaysians in Sabah based on their residence qualificat­ion,” he said.

Meanwhile, Henrynus urged Anak Negeri supporters to give their wholeheart­ed support to the PCS-AN political pact and ensure electoral win for their candidates in Tuaran parliament­ary seats and state seats of Tamparuli and Kiulu.

He said this when officiatin­g at the formation of the Tuaran Branch Committee of Parti Kerjasama Anak Negeri Saturday where Julian Sugara was elected as the Tuaran branch chairman.

He said the political pact was intended to ensure all KDM Momogun voters unite and consolidat­e under a common political platform to form a strong 22-seat KDM Momogun power block in the State Assembly to influence state policy decisions.
