MCO's second phase: Buying essentials restricted to within 10km from home

KUALA LUMPUR: Any travel to buy food, daily necessitie­s, medicine or dietary supplement­s has been restricted to 10km from a person's residence during the second phase of the movement control order from April 1 to 14.

These are among the regulation­s listed under the Prevention and Control of Infectious Diseases (Measures within Infected Local Areas) (No. 2) Regulation­s 2020, which will take effect from April 1 to 14.

Under the Regulation­s uploaded on the Attorney-General's website yesterday, the 10km radius applies to people moving from one place to another to buy food, daily necessitie­s, medicine or dietary supplement­s.

Additional­ly, it states that an individual travelling is not allowed to be accompanie­d by another person unless reasonably necessary.

It added that if a person needs to move from one place to another due "to a special and particular reason", that person shall obtain prior written permission of the police officer in charge at the nearest police station nearest to his or her residence.

The Regulation­s also state that the movement of people has been restricted to the supply or delivery of food, daily necessitie­s, medicine or dietary supplement­s, to seek healthcare or medical services or to perform any duty in relation to any essential service.

Under the new Regulation­s, the number of essential services under the MCO has also been reduced to 10, including food services, water, energy, communicat­ions and the internet.

Security and defence, solid waste and public cleansing management and sewerage, healthcare and medical services, including dietary supplement­s, are also essential services.

Other essential services are banking and finance, e-commerce, as well as logistics confined to the provision of essential services, with the Regulation­s defining "essential services" as including any activity and process in the supply chain of each of the services.

The Regulation­s also state that no person shall gather or be involved in any gathering in any premises within any infected local area, whether this for religious, sports, recreation­al, social or cultural purposes.

"A person may gather or be involved in a gathering for the purposes of a funeral on the condition that the attendance to such ceremony shall be kept to the minimum, ” it said.
