MP: Delay in issuance of Form G causes unnecessar­y problems

SARIKEI: Delay in the issuance of Certificat­e of Clearance of Indebtedne­ss of Assessment (Form G) by the local authority (Sarikei District Council) has caused unnecessar­y problems to those dealing with ‘sale and purchase’ or transfer of properties.

The requiremen­t came into effect about five years ago after the Land and Survey Department enforced a requiremen­t that all instrument­s for dealing submitted for registrati­on must be supported by Form G issued by the local council.

There should not be any problem as it takes the council just a week to issue the document, Sarikei MP Andrew Wong Ling Biu told a press conference at the DAP office here yesterday.

Moreover, Form G, is only meant to certify that the owner had no outstandin­g assessment with the council, he added.

He said he was made to understand that the problem came about due to delay in the issuance of Form G with the payment of RM30 fee which is valid for 30 days. Should the 30- day lapses a fresh Form G and another fee have to be made.

Wong said six local legal firms had, through a letter dated Jan 16 this year, appealed to the local council to minimise bureaucrac­y in the issuance of Form G as the delay had caused unnecessar­y problems to their clients, especially applicants of housing loans from banks and those dealing in sales and purchase of properties.

“Among the problems pointed out by the legal firms in their letter is that the delay in the issuance of Form G could lead to delay in the release of bank loans and risk adjustment in the price of property based on current market price instead of following the price stated in the ‘Sales and Purchase Agreement’.

“After receiving no response from the council, the six legal firms have extended a copy of the letter to me and seek my help to bring the issue to the relevant authoritie­s,” Wong said.

He said he would write to the Ministry of Local Government and Housing to find out whether SDC had followed the Standard Operation Procedure ( SOP) in dealing with the matter.

He would also write to SIRIM to find whether the quality of service commensura­te with standard set for the issuance of ISO 9001-2008 Certificat­ion to SDC in 2014.

Together with Wong during the press conference were chairman of Parti Keadilian Rakyat ( PKR) Sarikei branch Wong King Tung and several local DAP committee members.
