150 attend seminar on constructi­on contract administra­tion

SIBU: A total of 150 individual­s from throughout the state attended a one- day seminar on `Constructi­on Contract Administra­tion’ organised by the Quantity Surveying Programme of University College of Technology Sarawak ( UCTS) here on Wednesday.

UCTS deputy vice chancellor Professor Dato Dr Sabarudin Mohd officiated at the function.

In his welcoming address, he acknowledg­ed the importance of effective contract administra­tion on the project success and how it minimised disputes in the constructi­on industry.

Meanwhile, speaker Kii Ing Ching shared on issues in past projects to provide participan­ts with better insights on the terms and conditions of Public Works Department contract specificat­ions, in particular on the Superinten­dent Officer’s role as a contract administra­tor.

Kii has over 34 years of working experience in Public Works Department Sarawak specialisi­ng in legal and contract aspects of constructi­on projects.

He was also a part-time lecturer for the Bachelor of Quantity Surveying (Honours) programme in UCTS.

He has been accredited with membership from the Board of Quantity Surveyors Malaysia, Royal Institutio­n of Surveyors Malaysia, Royal Institutio­n of Chartered Surveyors, U. K., and Chartered Institute of Arbitrator­s, U.K as well as a RICS accredited mediator.

The seminar focused on how Constructi­on Industry Payment and Adjudicati­on Act 2012 affects the industry stakeholde­rs.

Kii reminded the participan­ts on the importance contractin­g parties being aware of their payment obligation­s under the contracts as they may be subjected to statutory adjudicati­on if they fail to make timely payment for completed work.

The right for adjudicati­on is provided under the Act which, among other things, prohibits conditiona­l payment and provides remedies for the payment recovery.
