KDC declares ‘war’ on litterbugs
KAPIT: The Kapit District Counci l ( KDC) has declared ‘war’ on litterbugs.
KDC s e c r e t a r y Jab a ng Juntan said those caught littering in public places would be immediately issued with a compound.
“The council has been educating members of the public through notices, talks, and signboards to refrain from littering in public places. All this while and so far, the council’s actions have had little impact as we can see public places like Kapit Town Square, the riverfront areas, including the roads are still strewn with rubbish,” he complained while chairing KDC’s management committee and ICT meeting on Monday.
“Perhaps education alone is insufficient without penalising the culprits and for this purpose, we will be enforcing the Local Authori t ie s ( Cleanl ines s) By- Laws 1999 and the Local Authorities ( Compounding of Offences) By-Laws 1999.”
He said KDC hopes issuing compounds would deliver a clear message to the people.
“The responsibility of looking after the cleanliness of the town is not the sole responsibility of the council, but a collective responsibility of all.

the roads, cleaning and clearing the drains, and carrying out the collection of refuse, but the people should have the courtesy to throw rubbish in the bins provided at public places rather than to throw rubbish indiscriminately at public places that could tarnish the cleanliness and image of the town,” he stressed.
Jabang added enforcement officers would be stationed in public places to monitor and catch litterbugs on the spot.
