Policies to regulate political donations and gifts needed, say groups

PETALING JAYA: Several groups have called for the Government to implement policies to regulate political donations and gifts.

Bersih 2.0 acting chairman Shahrul Aman Mohd Saari (pic) said transparency was important in a healthy democracy.

“Things should not be hidden under the carpet. Corporations have guidelines on receiving money and gifts, so I think it should apply to politicians too,” Shahrul said when contacted.

He said Malaysia should look into setting up a system, compelling politicians to declare donations or gifts above a certain amount.

“We need to put in place a workable system, one that will suit our country,” he said.

“Any donation should not go into a personal account. There must be documentation and receipts for all contributions,” Shahrul added.

Transparency International Malaysia president Datuk Akhbar Satar proposed a Bill to be tabled in Parliament that would look into regulating political donations and gifts.

“Political donations don’t happen only during the elections. Currently, there is the possibility of some politicians misusing money because there is no mechanism to monitor such donations,” said Akhbar.

He said besides having a law to address the issue, enforcement was equally important.

“We need trained personnel to enforce this law and to ensure there are no elements of corruption,” he said.

Akhbar said there should be limits and guidelines on what kind of gifts politicians could accept to prevent “loopholes”.

Earlier this month, Tun Dr Mahathir Mohamad imposed a no-gift policy for ministers, deputy ministers and political secretaries.

The Prime Minister said gifts should only be limited to flowers, food and fruits.
