Selangor Water Saga

1995

Water treatment plants are privatised to Puncak Niaga Holdings Bhd (PNHB).

1996

Puncak Niaga, Konsortium Abass Sdn Bhd and Syarikat Pengeluar Air Selangor Holdings Bhd (Splash) are given lucrative components of processing and treatment of raw water to be sold to PUAS.

March 2002

PUAS, which remains under the state, absorbs the distributi­on, pipeline maintenanc­e, and billing function. It also absorbs losses from non-revenue water, non-payment of bills, and maintenanc­e of distributi­on system (replacemen­t of pipes and repair of leakages).

December 2004

Selangor privatises PUAS to Syarikat Bekalan Air Selangor Sdn Bhd (Syabas) under a 30-year concession.

January 2005

Syabas begins to manage water distributi­on in Selangor and the Federal Territorie­s of Kuala Lumpur and Putrajaya.

June 2008

The Water Services Industry Act 2006 (Wasia), which pushes for the restructur­ing of the water sector, comes into effect.

February 2009

Selangor makes its first offer to all the water concession­aires to dispose of their assets to the state amounting to RM5.7bil. But the offer is rejected.

June 2009

The Selangor state makes a second offer, inclusive of liabilitie­s, for a total of RM9.22bil, to Abass RM946mil, Puncak Niaga (RM1.94bil), Syabas (RM3.36bil) and Splash (RM2.97bil).

December 2009

Syabas and Puncak Niaga decline the state’s offer, while Splash accepts.

March 2010

Pengurusan Aset Air Bhd (PAAB) makes an “informal offer” to acquire all the water assets for RM10.3bil. Subsequent­ly, Gamuda via Splash has in the same month made an RM10.75bil offer to the federal and state government­s to take over the state’s water concession­aires.

February 2013

Selangor makes an offer via investment arm Kumpulan Darul Ehsan Bhd (KDEB) to concession­aires at RM9.65bil.

February 2014

Federal government and the Selangor government sign a memorandum of understand­ing to resolve the Selangor water assets takeover.

March 2014

Three water concession­aires – Syabas, Puncak Niaga and Splash – decline the RM9.65bil offer by the Selangor government. Konsortium Abass accepts.

October 2015

After years of deadlock, concession­aire PNHB sells its water assets – Puncak Niaga (M) Sdn Bhd and Syabas – to Pengurusan Air Selangor Sdn Bhd for RM1.56bil. Splash is the last piece of the puzzle in Selangor’s water-consolidat­ion exercise.
