Rental housing provides immediate access and low barriers of entry to housing
Adopt rent-then-buy system to allow tenants to have longer period of time to build up their financial capacity and ultimately, own a house
Co-sharing of infrastructure costs
Utility companies should share in the infrastructure costs as an incentive to developers to build more affordable houses.
Centralise policy-making and delivery of affordable housing matters with a few agencies, to an extent where check-andbalance is in place
To promote administrative efficiency and economies of scale and consistent policy goals
Further streamline and simplify the application procedures to ensure orderly, systematic and just policies are in place, standardisation of the development application process in all states and local authorities in terms of forms used and processing times
More incentives for private developers who adopt build-thensell system and/or provide higher proportion of affordable housing units
Application for affordable housing projects should be simplified and expedited
Open sales of state land to developers at cheaper than prevailing market prices. Such sales can be made conditional on projects having a higher proportion of affordable housing units
