Nguvauva promises land to the people 2020 NAMIBIA VOTES
Swapo candidate for the Okorukambe constituency Rocco Nguvauva has promised to put in place criteria for delivery of agricultural land for emerging farmers, members of marginalised communities and generational farmworkers.
The staunch unionist, who has over the years been advocating for the rights of farmworkers, also said he will accelerate the implementation of the resolutions of the Second National Land Conference, including the overhauling of the willing seller, willing buyer policy for an alternative land acquisition and distribution policy.
Nguvauva is contesting for the constituency with the Popular Democratic Movement (PDM) candidate Chris Murangi and the Landless People’s Movement (LPM)

Okorukambe has 9 066 inhabitants. Its district capital is the settlement of Steinhausen. It further contains the settlements of Witvlei and Omitara.
The constituency according to the Electoral Commission of Namibia (ECN) has 5 818 voters registered to vote in this month’s regional council elections.
Nguvauva added he will further commit himself in reducing income inequalities in line with the fifth National Development Plan (NDP5).
“The aim is to develop more targeted programmes and policies aimed at facilitating employment opportunities for vulnerable groups and persons with disabilities,” he said, adding that he will also strengthen research on disability issues and ensure availability of Namibian data and scientific evidence on challenges and issues
related to disability rights in the region.
“I will promote empowerment, inclusion and participation of marginalised groups in the
mainstream economy. I will pursue an accelerated registration programme of persons with disabilities, orphans and vulnerable children, elderly, marginalised groups across the country to update the national register.”
According to Nguvauva, he will also oversee the training of about 1 600 youth in business management through the Ministry of Youth, Sport, and National Service and allocate start-up business loans totalling N$1.5 million to about 520 of the trained youth.
On top of that, he said, he will also collaborate with the National Youth Service (NYS) by sending 2 300 youth for civic training as part of youth development and empowerment.
On housing, Nguvauva said he will apply minimum standards in order to steadily upgrade informal settlements and shelters in partnership with the Shack Dwellers Federation and the private sector.
“I will push for the acceleration of the servicing of land in urban and per-urban areas to support the upgrading of informal settlements,” he said, adding that he will also coordinate interventions of the central government, regional and local authorities to boost delivery of more houses, especially for lower income earners and first time home buyers.
