Napoleon Hill, in his book Think and Grow Rich, talks about “mastermind alliances”. He describes it as “A friendly alliance with one or more persons who will encourage one to follow through with both plan and purpose.”

NIPAM’s primary mandate is to capacitate the public sector to achieve higher service delivery. In this endeavour to fulfill its mandate, NIPAM launched the Public Enterprises Chief Executive Officers Forum (PE CEO Forum) in 2016. Public Enterprises (PEs) have a pivotal role in economic development and industrialisation. The PEs, inter alia, have to provide public goods, generate public funds, and increase access to public services while maintaining efficiency and effectiveness.

The PE CEO Forum acts as a medium to assist the accounting officers in working actively together in perfect harmony towards a common definite object. The forum has been a source of new ideas, increased accountability, timely and unbiased feedback, enhanced collaboration, holistic decision-making, and expanding leadership skills. Since its inception, the forum has taken a life of its own. Every year, it has held an AGM, produced audited financial results, launched its website and social media sites, and has employed people on a full-time basis.

2020 has been an unprecedented year in the history of humankind. Covid-19 as a pandemic has created a new normal to which people and organisations are getting accustomed. It has created an environment of uncertainty, and provided a space for innovation.

Against this backdrop, the 4th AGM of the PE CEO Forum is scheduled to take place on 3 June 2021 in Windhoek. The PE CEO Forum is an apt stage to discuss, deliberate and adapt to new challenges and build a resilient public sector, paving the way for the country’s development and growth.

In conclusion, with the PE CEOs Forum going from strength to strength, NIPAM is committed to delivering on its mandate by organising and driving important interventions to strengthen public service delivery.
