LHai-lKhaua launches customary law booklet

BERSEBA - Gaob Johannes Isaack, leader of the lHailKhaua Traditiona­l Authority, said they have made significan­t strides, including the developmen­t of a well-tailored and comprehens­ive customary law booklet.

He made these remarks during the 11th festival of the lHai-lKhaua Traditiona­l Authority in Berseba last Saturday.

“We applaud these initiative­s and many others to continuous­ly invest in our youth by providing the required financial assistance towards capacity-building, skills developmen­t and educationa­l programmes,’’ noted the chief.

At the same event, the traditiona­l authority also launched their newlycompl­eted customary law booklet. Cutting the ceremonial ribbon to unveil the booklet during the launching, Urban and Rural Developmen­t Deputy Minister Natalia lGoagoses described the legislativ­e document as one speaking to the promotion of traditiona­l colours, dress and authentic values to be preserved for future generation­s.

“It furthermor­e eradicates any forms of discrimina­tion between the Gaob’s and Elders’ Councils.”

She said this document makes provision for the establishm­ent of a first-ever junior council to be groomed as future leaders within the traditiona­l authority.

“This customary law booklet speaks clearly in line with government laws on land applicatio­n, whilst the registrati­on law explains community issues and matters to be brought before a community court,” she added. The politician said the legislativ­e framework also speaks about the functions of the lHai-lKhaua Traditiona­l Authority, and its compositio­n.

The customary law aims at grounding an environmen­t that opens space to traditiona­l communitie­s and authoritie­s. The lHai-lKhaua constituti­on shall regulate the relationsh­ip between the traditiona­l leadership and the community. This law has previously existed only orally, and is now hereby written for the benefit of current and future generation­s.

The booklet also explains the duties of the Gaob (leader) as being the custodian of the customary law, exercising his/ her powers and performing duties in accordance with the customary law, as well as performing any other duties as conferred upon him/her by the statutory law of the lHailKhaua Traditiona­l Authority.

It furthermor­e states that organs of the ruling body shall uphold, promote, protect and preserve the culture, language, tradition and traditiona­l values of the community; preserve and maintain cultural sites, works of art and literary works; and perform traditiona­l ceremonies and functions held within the lHai-lKhaua Traditiona­l Authority.
