Panel­lists gave the mayor a near-per­fect eval­u­a­tion: Mr Leggett topped ev­ery cat­e­gory, with per­fect marks in all but one (9.5/10 for ef­fec­tive­ness).

With not a cross word from the panel, he was praised for lis­ten­ing to all sides of an is­sue, be­ing aware of what’s go­ing on, and be­ing re­spect­ful and ‘‘120 per cent’’ ac­ces­si­ble.

Mr Rangi was rated the least re­spon­sive coun­cil­lor and scored low­est for work ethic. He was also judged the most re­ac­tive. Sev­eral panel­lists ques­tioned Mr Rangi’s ac­ces­si­bil­ity and whether he even func­tioned as a city coun­cil­lor. An­other noted that he no longer lives in Porirua.

Mr Rangi re­ceived praise for in­volve­ment with Ro­tary and in­ter­est in Maori is­sues.
