Panellists gave the mayor a near-perfect evaluation: Mr Leggett topped every category, with perfect marks in all but one (9.5/10 for effectiveness).
With not a cross word from the panel, he was praised for listening to all sides of an issue, being aware of what’s going on, and being respectful and ‘‘120 per cent’’ accessible.

Mr Rangi was rated the least responsive councillor and scored lowest for work ethic. He was also judged the most reactive. Several panellists questioned Mr Rangi’s accessibility and whether he even functioned as a city councillor. Another noted that he no longer lives in Porirua.
Mr Rangi received praise for involvement with Rotary and interest in Maori issues.
