Sneaky speed camera

It seems that not only are we running low on water we are obviously running low on roading revenue too.

What other explanation can there be for a speed camera to be parked on a grass verge in Kenepuru Dr.

From further away this van was partly concealed by trees making it very difficult to see. Surely these mobile cameras are subject to the same laws as we are regarding the parking of vehicles on grass verges?

If we must be stripped of our hardearned cash please can it be done lawfully.
