Confusion over Waitaki River border work
DURING a recent visit to the south side of the lower Waitaki River, I was horrified to discover that the fishholding runs and holes that existed between the rail bridge and the line of power pylons crossing the river had been wantonly bulldozed into oblivion.
Prior to their destruction, and depending on the height of the river, this area was one of the few that allowed easy and safe access to the trout and salmon fishery.
The south side of the river is under the jurisdiction of the Otago Regional Council and I would ask those responsible to explain why this destruction was authorised and if, prior to work commencing, Central South Island Fish and Game was consulted? If so, what was its response?
The area under discussion has been left in a deplorable state, as has part of the car park adjacent to the former south side boat ramp.

Burkes [Otago Regional Council director of engineering, hazards, resource science and CDEM, Dr Gavin Palmer, replies:
‘‘For reasons of efficiency, Environment Canterbury undertakes rivermanagement works for ORC on the part of the river in Otago. Compliance and enforcement, however, is ORC’s responsibility.
‘‘The works referred to might have been undertaken by ECan, a utility (NZTA or KiwiRail) or a private person. ECan would be in the best position to advise whom.’’
The letter was then referred to ECan.
ECan river engineering manager Leigh Griffiths replies:
‘‘The river works in question were not carried out by Environment Canterbury. We are aware of who may have been working in the area and have referred the matter to Otago Regional Council compliance to look into further.’’
The letter was then referred again to the ORC on October 9 but no further comment has been received. — Ed]
