When to offer bail

WHY was a 47yearold man who suffers from schizophrenia in prison while waiting for a court date for stealing food? (ODT, 31.10.18) Surely, with his medical condition, he should have been released on bail.

Due to an assault on him, he is now brain damaged. This would not have happened if he was bailed.
