The Warm Homes Clean Air scheme is for people who are community service card holders and who meet the EECA (Energy Efficiency Conservation Authority) criteria. Under this scheme Council pays for your new heating appliance(s) and the removal of the old ones, and you pay Council back on your rates over the next 10 years. So there is NO capital outlay.
