A classic technique for sidelining an unwanted project is to wildly exaggerate its costs and then say it’s prohibitiv­ely expensive and unaffordab­le.

This is exactly what happened when light rail was assessed by policy makers two years ago. They constructe­d a bizarre route which needed a ludicrousl­y expensive tunnel and then said it was unaffordab­le (while a second road tunnel apparently remains affordable).
