Perfect ploy

Given the current situation with the public attitudes warming to medical cannabis, and many overseas jurisdictions decriminalising cannabis, what would a NZ drug dealer do if they wanted to push for a law change in this country? The obvious thing to do would be to put some extremely nasty synthetic cannabis, doctored with horse painkiller and such, into the local black market, even if it kills a few unfortunates.

Isn’t that the perfect ploy to force this Government to change tack? Will it work?
