On cyclists

I hear a cycle lobby group wants the road speed limit lowered to 30 km/h in some urban areas. Will their new speed limit apply to cyclists? Most cyclists I see on are usually the Lycra-clad mob and often they are doing a lot more than the speed limit. Asking them to observe a lower limit would be akin to asking them to observe every other road rule they break. Perhaps this demand was meant for April 1.
