Tension between ministers’ offices and Government department­s is nothing unusual, and tends to flare around Budget time. A few ministers’ offices are being quietly reminded about the State Services Commission’s Code of Conduct for Ministeria­l Staff. The code, aimed at political advisers outside the public service, requires them to “respect the duty of our independen­t State services to provide free and frank advice and to undertake their responsibi­lities free from inappropri­ate influence”.
