Votes before safety?

I am surprised that councillors can ignore the experts and put Avonhead residents at risk and not chlorinated because they do not want a political hot potato just before the elections.

I wonder if they all wear their seatbelts or do they just hope they will not have an accident. Trevor Sennitt Avonhead
