Deep bore

I understand that ECan is considering a resource consent application from Cloud Ocean Water to allow for a deep bore at its Belfast plant and that is likely to have an impact on the water supply of Christchurch City, leading to possible water shortages.

It is very difficult to understand why this company was allowed to convert a water right from a wool-scouring operation to a water bottling plant in the first place, but for ECan to consider extending this to allow a deeper bore that would infringe on the city water supply is completely incomprehensible. Surely the interests of the residents outweigh a commercial licence to print money?
