Notifiable consent

The Cloud Ocean Water consent needs to be notifiable or insist that they treat the water from the 30 metre aquifer. Why do they want the 186m water? Any change of ownership should require a new water consent application. Export of artesian water must have a royalty attached to it, but can we afford to give 186m water away free or even for a royalty? It is predicted that we will become drier and warmer in the future. Will the 186m aquifer be able to sustain the demand for water bottling and residents?
