What’s the holdup?

I read in yesterday’s Press that the Government had allocated $40 million to the Christchurch City Council in March this year.

Like many of the councillors I was flabbergasted that Richard Osborne, Head of Transport at the council, said work on the planning and consultation would only start as soon as possible!

I assume that even in lockdown he should have been operating from home and got things under way over three months ago.

What other priorities were more important than this work, pray tell?
