IG deploys Special Forces to stop Zamfara attacks

I don’t understand this police strategy. Must they announce to the criminals that they are coming for them? And that is exactly what they do when you call them to tackle armed robbers in your neighbourhood - they will start blaring their siren so that the robbers will run away. Why not just take the criminals by surprise and finish them. Now the police is telling them: “We are coming for you, now hide/ run.”
