I see better need for declaration of Emergency on EDUCATION rather than the MILITARY STATE OF EMERGENCY that has so far benefited budgeting OFFICERS locally and possibly ARMS DEALERS abroad. Iraq of the “bad” Saddam era witnessed no suicide bombing. The first IRAQI suicide bombing was recorded AFTER its invasion by US & Co.
