I see bet­ter need for dec­la­ra­tion of Emer­gency on ED­U­CA­TION rather than the MIL­I­TARY STATE OF EMER­GENCY that has so far ben­e­fited bud­get­ing OF­FI­CERS lo­cally and pos­si­bly ARMS DEAL­ERS abroad. Iraq of the “bad” Sad­dam era wit­nessed no sui­cide bomb­ing. The first IRAQI sui­cide bomb­ing was recorded AF­TER its in­va­sion by US & Co.
