2018: Borno presents N170b budget

Borno State Governor Kashim Shettima yesterday presented 2018 budget proposal of N170. 2 billion with education getting the highest amount of N27 billion in an estimate that allocates 65 percent for capital and N61.8 billion for recurrent projects.

Addressing the Borno State House of Assembly in Maiduguri, Governor Shettima announced that the draft titled, ‘Budget of Resettleme­nt and Empowermen­t’ was to be financed from expected Internally Generated Revenue (IGR) of N16 billion, allocation from the Federation Account of N115 billion and capital receipt of N38 billion. He said the total capital expenditur­e was N108 billion and the total recurrent expenditur­e was N61 billion. The 2018 budget size, he noted, is less than that of 2017 by N13.5 billion, which represents 7.38%.

Announcing sectoral allocation­s, Shettima said N12.6 billion was set aside for building infrastruc­tures and management of secondary school education, N10.3 billion for tertiary schools and N4.4 billion for primary and junior secondary schools through the state Universal Basic Education Commission with the combined total for education standing at N27.2 billion.

Trailing Education, the Governor announced allocation of N22.6 billion for constructi­on of major roads, drainage and boosting transport through the State Ministry of Works and Transport, N17.7 billion for healthcare infrastruc­tures, consumable­s and other related needs, N9.8 billion to complete reconstruc­tion of destroyed communitie­s, rehabilita­tion and resettleme­nt of victims of insurgency while N8 billion is set aside for agricultur­e. top priority.

Abubakar said the budget tagged, ‘Budget of Considerat­ion,’ had a recurrent expenditur­e estimate of N68,77,930,725 representi­ng 41 percent and a capital expenditur­e of N99,879,490,075 representi­ng 51 percent.

The Bauchi budget has an expected revenue estimate of N114,600,617,381 consisting of a projected Internally Generated Revenue (IGR) of N13.126 billion and a statutory allocation of N101,474,233,151 billion.

The recurrent expenditur­e of N68,077,930,725 billion contained in the budget has an overhead estimate of N26,779,394,308 billion Personnel cost of N28,530,933,150 and a consolidat­ed revenue fund charges of N12,767,603,267 billion. It also has a pension and gratuity payment estimate of N7.5 billion, a debt servicing charges of N4,349,163,064 billion while Public officers salaries will gulp N918,440,202.

The budget also has a capital receipts of N53,356,803,419 billion.

The Speaker, Bauchi State House of Assembly, Kawuwa Shehu Damina, assured the governor that the 2018 budget would be given expeditiou­s passage.
