The Ministry of Labour has made it mandatory for private sector enterprises with more than 50 employees to engage only Omani citizens as occupational safety and health supervisors.
According to Ministerial Decision No 4/ 2021, which came into effect on January 1, 2021, owners of the above mentioned category of establishments must appoint Omani supervisors for the protection of employees as per the occupational safety and health (OSH) regulations.
Ministerial Decision No 286/2008 issued on June 22, 2008, and implemented starting July 1 that year, stated that an OSH supervisor is required to perform 'a protective role in establishments through supervising the application of the conditions and standards of safekeeping workers from the various hazards caused by work environment on an assignment by the administrative body of the establishment'.
The position requires an employee to prepare an occupational safety and health guideline and plan for the establishment.
OSH supervisors, in consultation with specialists, need to organise training programmes for the workers to protect them from the risks of the work environment. Additionally, they must undertake periodic inspection of the workplace and workers’ accommodation in their facility.
An OSH supervisor should take the necessary measures to prevent employees from work related hazards by ensuring they work using appropriate equipment, besides conducting inspections in case of any serious accident and work injury to establish the cause.
The role also demands a supervisor to provide workers with first aid and basic healthcare, including transporting the injured to a medical facility if necessary.
