Unified system to evaluate govt employee performance
The system aims to measure employee performance and process appraisals according to a unified legislative framework for all government employees

H E Dr Mahad bin Said Ali Ba’owain, Minister of Labour, has issued a decision (No 36/2023) approving a unified system for evaluating the performance of employees of the state administrative apparatus.

System, has informed that it will be effective starting Monday.
The system will be applied by line managers and human resource departments to measure employee performance and evaluate their contributions and achievements.
“The human resource criteria of this system apply to all employees of units of the state administrative apparatus who have been in service for a period of more than six months,” he said.
According to Kalbani, performance evaluation will be conducted twice in a calendar year. “The system aims to measure employee performance and process appraisals according to a unified legislative framework for all government employees.”
He informed that evaluations will be done based on employee's career plans, which will be prepared in coordination with their line manager.
The decision approves the publication of names of employees who get ‘Excellent’, ‘Very good’, and ‘Good’ remarks. Such employees will be given incentives and rewards at the end of each year as per approved allocations.
According to the decision, performances will be assessed on a score of 1 to 100. A score of 90 to 100 will be considered Excellent, 80 to 90 - Very good/above average, 70 to 80 – Good, 55 to 70 – Satisfactory, and less than 55 - Unsatisfactory and weak.
