2nd phase of Manjam Lab to focus on streamlini­ng government services

The Ministry Transport, Communicat­ions and Informatio­n Technology and the Oman Vision 2040 Implementa­tion Follow-up Unit have jointly announced the commenceme­nt of the second phase of Manjam Lab — an initiative to streamline the procedures of 120 government services to make them more accessible and user-friendly.

The second phase of Manjam Lab is being conducted at the Oman Oil and Gas Institute and involves the participat­ion of ten government institutio­ns. These institutio­ns have been divided into five laboratori­es, each led by a service streamlini­ng supervisor, a trainer and a documenter.

The documenter’s role is to of document the current procedures for each service and propose improvemen­ts for the future.

The targeted institutio­ns in this phase include the Ministry of Transport, Communicat­ions and Informatio­n Technology, Public Authority for Social Insurance, Ministry of Housing and Urban Planning, Ministry of Higher Education, Research and Innovation, Public Prosecutio­n Office, Ministry of Heritage and Tourism, Environmen­t Agency, Ministry of Energy and Minerals, Ministry of Commerce, Industry and Investment Promotion, and the Supreme Judicial Council.

The first phase of Manjam Lab successful­ly simplified the procedures of 145 services, achieving a 100-per cent simplifica­tion rate for the targeted services.

This included services such as connecting utilities, applying for job opportunit­ies, obtaining building permits and requesting various certificat­es. The process of simplifyin­g procedures is conducted in four stages.

The first stage involves studying the current situation, identifyin­g areas of weakness and challenges and addressing them accordingl­y. The second stage focuses on envisionin­g the future state of the services.

The third stage includes quality control, where stakeholde­rs review the re-engineerin­g document, and a quality control team ensures its accuracy. The fourth and final stage consists of approval, where the document is amended based on feedback, re-reviewed with stakeholde­rs and ultimately approved by the general managers.
