Omanisatio­n plans reviewed by Council

MUSCAT: A report on Omanisatio­n plans for jobs in different government units that apply the Civil Service Law, was reviewed by the Civil Service Council yesterday at its fourth meeting of the year.

The meeting was held under the chairmansh­ip of Sheikh Khalid bin Omar bin Said Al Marhoon, Minister of Civil Service and Deputy Chairman of the Civil Service Council.

The meeting reviewed the follow-up report on what has been done to implement the decisions and recommenda­tions of its third meeting in 2016.

It also reviewed its agenda and viewed the presentati­on prepared by the Ministry of Civil service on implementi­ng the training plans for the government units which apply the Civil Service Law.

The report included indicators and data on this area including the number of Omani employees who have been trained during the past year within the framework of the financial allocation for this purpose, the positions of these employees, the training programmes and the periods of training, as well as other indicators and data.

The report included an evaluation of the Omanisatio­n plan dur- ing the 8th five-year developmen­t plan (2011-2015) and the current Omanisatio­n plan at the 9th fiveyear developmen­t plan.

The Council also discussed requests of a number of government organizati­ons about regularizi­ng the employment conditions for some of their employees to be compatible with the organizati­on they work for and with their roles and responsibi­lities as shown in the Civil Service Law, its executive regulation and the system for job classifica­tion and arrangemen­t. It also discussed a number of issues related to appointmen­t applicatio­ns and contracts for some technical jobs in light of the Council’s powers in this regard.

The Council discussed the reasons for such applicatio­ns, which include mainly facilitati­ng the operation of the relevant organisati­ons.

The Council also discussed requests of a number of government units for their employees on loan by combining the basic salary of those employees in their work and the salary received by them from the loaning entities, according to the legal provisions governing this in the Civil Service Law and its implementi­ng regulation­s.
