Civil Service Council holds review meeting

The Council also reviewed the report prepared by the Institute of Public Administra­tion on the key achievemen­ts and the efforts in 2016

MUSCAT: Projects and proposals to further streamline government working were reviewed by the Civil Service Council yesterday.

The Council held its first meeting of the year yesterday under the chairmansh­ip of Sayyid Khalid bin Hilal Al Busaidi, Minister of the Diwan of Royal Court, and Chairman of the Civil Service Council.

The meeting reviewed the re- port prepared by the Ministry of Civil Service on a number of projects and proposals that aim at developing the government­al work.

These projects and proposals address a number of themes, such as human resources developmen­t, the applicatio­ns of quality system, the government­al services manual and the e-communicat­ion system. The Council also reviewed the report prepared by the Institute of Public Administra­tion on the key achievemen­ts and the efforts done in 2016, especially the training programmes, and the consultanc­y studies carried out by the Institute.

It also covered the partnershi­p with the private sector to implement a number of activities and research publicatio­ns.

The report also touched on the Institute’s cooperatio­n with a number of Arab, regional and internatio­nal organisati­ons to enhance cooperatio­n with them and share experience­s and successful practices. The meeting reviewed the follow-up report on what has been done to implement the decisions and recommenda­tions of its fourth meeting in 2016.

It also reviewed a number of topics from various government institutio­ns regarding regularisi­ng job conditions for some categories of staff to be in line with the terms of reference of their institutio­ns and the duties and responsibi­lities of their jobs according to the legal provisions in the Civil Service Law, its implementi­ng regulation­s and the job classifica­tion system.

Technical positions

The meeting also discussed a number of topics relating to requests for appointmen­t and contracts for some technical positions in the light of the jurisdicti­on of the Council in this regard.

The council discussed the reasons of such requests in terms of their importance to the functionin­g of the concerned authoritie­s and the exercise of its terms of reference assigned to it, particular­ly in the area of the completion of the technical aspects associated with its work and the implementa­tion of their own projects.
