Gaano nga ba kahanda ang ASEAN sa digital future?

KAILANGANG magkaroon ang mga pinuno ng Association of Southeast Asian Nations (ASEAN) ng polisiya na magpapasigla ng multi-country regulatory experiments at magtatatag ng cross-border innovation hubs upang lubos na maihanda ang rehiyon sa kinabukasang digital.

Naglunsad ng pinag-isang ulat ang Asian Development Bank (ADB) at World Economic Forum (WEF), ang “ASEAN 4.0: What Does the Fourth Industrial Revolution Mean for Regional Economic Integration?” na tumatalakay sa epekto ng Fourth Industrial Revolution sa ASEAN.

Ang Fourth Industrial Revolution ay tumutukoy sa grupo ng makabagong teknolohiya, gaya ng artificial intelligence (AI), robotics, blockchain, at 3D printing, na nagtatakda ng mga pagbabago sa sistemang panlipunan, pang-ekonomiya, at pulitikal.

“It (revolution) will bring huge benefits, such as empowering SMEs (small and medium enterprises) and creating new ways to connect citizens to healthcare. Equally, it will bring tremendous challenges, such as deep disruption to jobs as AI and advanced robotics undermine both manufacturing and services jobs,” saad sa report.

Ayon pa sa report, ang paglikha ng pan-ASEAN test beds para sa mga bagong paraan ng pagpapatupad ng regulasyon ay mahalaga upang masuportahan ang pag-eeksperimento ng iba’t ibang bansa sa pag-agapay sa mga bagong teknolohiya.

Nakasaad pa sa report na ang mga inisyatibong gaya nito ay inilatag sa Europa noong Marso, at tinawag na European Platform of National Initiatives (EPNI).

Layunin ng EPNI na tulungan ang mga industriya sa Europa na tugunan at magawang makiangkop sa Fourth Industrial Revolution sa pag-uugnay sa mga inisyatibo ng bawat bansa sa paglikha ng multi-country test beds at “sandboxes”, kung saan maaaring masubukan ang mga regulasyon sa iba’t ibang konteksto nito para maayos na maipatupad sa buong European Union.

Tampok din sa report ang iba pang rekomendasyon para sa mga pinuno ng ASEAN upang ihanda ang kani-kanilang institusyon sa mga kahaharaping pagsubok na may kaugnayan sa Fourth Industrial Revolution.

“Considering the speed of the Fourth Industrial Revolution, most forecasts will quickly be outdated. ASEAN must be agile and allow for course correction,” saad pa sa report.

“As internet and smartphone penetration deepens across ASEAN, there is substantial opportunity to make ASEAN policy formulation more inclusive. Dedicated portals could be established to gain direct feedback from ASEAN citizens and experts and to crowdsource ideas,” dagdag pa ng report.
