Foreign research sa PH Rise, tigil na!

Ipinatitigil na ni Pangulong Rodrigo Duterte ang marine research at iba pang exploration activities ng mga banyagang grupo sa Philippine Rise na iginiit niyang pag-aari ng bansa.

Nagpasya ang Pangulo na tanging mga Pilipino lamang ang pahihintulutang gumalugad sa Philippine Rise, dating kilala bilang Benham Rise, at inatasan ang air at naval assets ng militar na habulin ang anumang foreign vessels sa lugar.

Ang huling direktiba ng Pangulo ay inilabas sa Cabinet meeting sa Malacañang nitong Lunes, ayon kay Agriculture Secretary Emmanuel Piñol.

“President Rody Duterte last night ordered the cessation of all marine explorations and studies by foreign scientists and directed the Philippine Navy to ‘chase out’ any vessel fishing or conducting researches in the 13million hectare continental shelf east of Luzon formerly called the Benham Rise,” ipinaskil ni Piñol sa Facebook.

Ayon kay Piñol, idiniin ng Pangulo na pag-aari ng bansa ang PH Rise sa pagpupulong ng Cabinet.

“Let me be very clear about this: the Philippine Rise is ours and any insinuation that it is open to everybody should end with this declaration,” sinabi ng Pangulo, ayon kay Piñol.

“Henceforth, only Filipino scientists will be allowed to conduct researches and exploration in the Philippine Rise,” dugtong ni Duterte.

Inaatasan din nito ang Department of National Defense ( DND) na magpadala ng “Navy vessels and the Philippine Air Force to conduct fly overs in the area to check on the presence of foreign vessels,” ani Piñol.

Sinabi ni Piñol na magpapadala rin ang Department of Agriculture ng dalawang barko - ang BRP LapuLapu at BRP Francisco Dagohoy - para bantayan ang presensiya ng foreign vessels sa Benham Rise. Naglabas ang DA ng Gratuitous Permits for Foreign Marine Explorations sa pamamagitan ng Bureau of Fisheries and Aquatic Resources (BFAR).

Ayon kay Piñol, ginawa ng Pangulo ang “categorical position” ng gobyerno sa PH Rise matapos sabihin ng isang foreign diplomat na hindi ito pag-aari ng bansa.

Sinabi naman kahapon ni Presidential Spokesman Harry Roque na maaari pa ring maghain ng bagong application para sa marine research sa PH Rise ang anumang foreign entity ngunit kailangan na ng approval ni National Security Adviser Hermogenes Esperon Jr.

Nilinaw ni Roque na walang ban sa future foreign exploration sa PH Rise, at ang binawi lamang ng Pangulo ay ang mga umiiral na foreign permits sa lugar para bigyang prayoridad ang mga mananaliksik na Pilipino.

“All foreign companies that wish to conduct such scientific research must apply to the inter-agency and must get approval from the National Security Adviser. But all existing licenses are deemed revoked,” ani Roque sa press briefing sa Palasyo.

“It’s not really a ban. I guess it’s just a directive that we want Filipinos to do it as much as possible, that we are reserving it for Filipinos,” aniya.

Sa press conference, kinumpirma ni Roque na totoong ipinag-utos ng Pangulo na tanging mga Pilipino ang maaaring magsagawa ng pananaliksik sa PH Rise.
