Jail bunkhouse solusyon sa siksikan sa kulungan

NAGTAYO ang lokal na pamahalaan ng Angeles City sa Pampanga, katuwang ang Bureau of Jail Management and Penology (BJMP)-Region 3, ng mga detention bunkhouse upang solusyonan ang labis na populasyon ng mga bilanggo sa siyudad.

Pinangunahan ni Angeles City Mayor Edgardo Pamintuan ang inagurasyon at pagbabasbas sa bunkhouse project sa Angeles City District Jail sa Barangay Sto. Domingo, nitong Huwebes.

May kabuuang 16 na container van ang ginawang 40-pulgadang jail bunkhouse na kayang tumanggap ng 558 bilanggo.

Ang container van na ginawang bunkhouse ay mayroong kama, mga bentilador, banyo at hugasan o labahan.

“This is just a first step of our journey in improving the situation of the inmates and our police officers. As advocates of peace and order, we will definitely continue to add more of these bunkhouses to address the issue of overcrowding in detention cells,” lahad ni Pamintuan.

“We are also planning to build state-of-the-art headquarters for the Philippine National Police (PNP) and living quarters for the visiting dignitaries,” dagdag pa ng alkalde.

Sa lungsod ay may kabuuang populasyon na 2,512 na lalaking bilanggo, habang ang mga panlalaking dormitoryo ay maaari lamang tumanggap ng hanggang 273 bilanggo, kaya sa kabuuan ay mayroong 824-porsiyentong antas ng siksikan sa bilangguan.

Ang pambabaeng dormitoryo na dapat ay para lamang sa 118 bilanggo ay may nagsisiksikang 358 preso.

Sinabi ni National Capital Region Police Office Regional Director Oscar Albayalde na ang bilang ng mga bilanggo na mayroong problema sa kalusugan, gaya ng tuberculosis, lagnat, hypertension at pagtatae, ay dumadami dahil sa kawalan ng selda.

“With this situation, it is inspiring to know that the local government officials of Angeles City will not allow the situation to worsen. I hope that your initiative will be an eye opener to other cities and provinces in the country,” paliwanag ni Albayalde.

“As public servants, the conversion of container vans into detention bunkhouses is an expression of support for the plans and programs of the PNP and your commitment to sustain the peace and order in the community,” dagdag pa niya.

Dahil sa maigting na kampanya ng gobyerno laban sa ilegal na droga at sa patuloy na pagaksiyon ng pulisya, mataas ang jail congestion rate ngayon sa buong bansa.

“On behalf of BJMP, I wish to extend our gratitude to our local government, headed by Mayor Ed Pamintuan, for providing the detention bunkhouse. Rest assured that we will take care of these facilities, which help alleviate the situation of the inmates,” ani BJMP-3 Director Alberto Mariano Balauag.

Ang 558 bilanggo ay makapag-aambag sa 25 porsiyentong pagbaba ng congestion rate sa Angeles City Jail District, batay sa ulat ni District Jail Warden Neil Basco Subib.

Inihayag naman ni Angeles City Engineer Donato Dizon na P4.85 milyon ang nakalaang pondo sa pagpapatayo ng mga detention bunkhouse.
