Honoraria ng teachers, may tax talaga!

Sa kabila ng pag- apela ni Education Secretary Leonor Briones gayundin ng ilang grupo, ang honoraria at allowance ng volunteer- teachers na maglilingkod sa paparating na local elections ay bubuwisan.

Sa isang press na pinangunahan ng mga opisyal mula sa Department of Education at Commission on Elections ( Comelec) nitong Biyernes ng hapon, inihayag na ang honoraria at allowances ng mga guro na magsisilbing miyembro ng Electoral Board sa Mayo 14 para a Barangay and Sangguniang Kabataan (SK) elections ay bubuwisan ng 5%, base sa Bureau of Internal Revenue (BIR) ruling.

Gayunman, ang mga makapagpapatunay na ang kanilang annual income ay P250,000 pababa ay exempted basta sila ay nakapagsumite ng mga requirements na hinihingi ng Comelec.

“The TRAIN Law specifies that those with annual income below P250,000 will be tax exempt,” sabi ni Briones. Sinabi rin niya na ang BIR “has already issued a ruling.” Matapos ang komputasyon, sinabi niya na ang halaga ng buwis ay ipapataw sa volunteer-teachers “will range from P300 to P350.”

Siniguro ni Briones na ang mga makapagsusumite ng affidavit na hinihingi para sa tax exemption ay makakakuha ng refund sa loob ng 15 araw. “In two weeks’ time, that [amount] will be returned once our teacher-volunteers submit and have their certification of salary grade verified,” dagdag niya.

Binanggit ang BIR ruling na may petsang Mayo 8, 2018, sinabi ni DepEd Assistant for Procurement Secretary Revsee Escobedo na ang mga miyembro ng Electoral Board –na Teachers I at II – na ang taunang kita ay hindi hihigit sa P250,000 ay exempted sa buwis dahil sa “execute an affidavit prior to the release of the honorarium/ allowances.”

TAX REFUND Sa kabila ng pagpapataw ng buwis para sa volunteer-teachers, tiniyak ng DepEd at ng Comelec na ang mga gurong bubuwisan ay makakukuha ng “timely and prompt refund.” ‘HANDS OFF OUR HONORARIUM’ Una rito, hinikayat ng grupo ng mga guro ang BIR, Comelec at ang DepEd na “spare” sa buwis ang kanilang honorarium.

Nasa 300,000 DepEd teachers at volunteers ang inaasahang maglilingkod sa 2018 local elections. Ang Electoral Board, na binubuo ng chairperson, poll clerk at miyembro, kada presinto ay responsable sa pagboto at pagbibilang para sa barangay and SK elections; paghahanda sa Election Returns (ERs); paganunsiyo ng resulta; pagsumite ng ERs sa Board of Canvassers, kung iisa ang presinto, ico-convert sa Barangay Board of Canvassers (BBOC). WALANG KINIKILINGAN “Be neutral and nonpartisan.”

Ito ang paalala ng DepEd sa libu-libong volunteer-teachers.

“Our advice to our teachers is always to remain neutral and non- partisan and in the event of whatever violence that will happen in the school, our law enforcers are always there,” sabi ni DepEd Undersecretary for Administration and Election Task Force ( ETF) chairperson Alain Pascua sa press briefing nitong Biyernes ng hapon.

“I think when it comes to violence in the polling places, the law enforcers are very ready to respond, and our teachers are advised to remain in their posts, in the classroom, and be very objective and fair,” dagdag ni Pascua.
