LTFRB chief kinasuhan ng drivers

Isang graft complaint ang inihain kahapon ng Alliance for Concerned Transport Organizations (ACTO) laban kay Land Transportation Franchising and Regulatory Board (LTFRB) Chairman Martin Delgra III, dahil sa pagkiling umano nito sa pagbibigay ng prangkisa sa mga public utility vehicle (PUV).

Isinampa ni ACTO President Efren De Luna ang demanda sa Office of the Ombudsman, upang papanagutin si Delgra at si LTFRB Board Member Ronaldo Corpus sa paglabag umano sa Section 3(e) ng Anti-Graft and Corrupt Practices Act (RA 3019).

Ayon sa grupo, naging bias umano si Delgra sa paglalabas ng Board Resolution No. 45 nang paboran umano at bigyang benepisyo ang ibang transport group na hindi patas sa lahat.

“A perusal of the subject Board Resolution would reveal that in the table of developmental routes mentioned therein, majority of the identified routes has already been given to groups and/or entities who will be the franchise applicant to the exclusion of other group and/or entity,” saad sa demanda.

Dahil natukoy na ang ilang grupo bilang franchise applicant, ani De Luna, hindi na umano makapag-apply ng Certificate of Public Convenience ang ibang samahan para sa mga nabanggit na ruta.

Nasa 1,229 prangkisa ang binuksan sa bisa ng Board Resolution sa walong rehiyon bilang bahagi ng PUV Modernization Program ng Department of Transportation (DOTr).

Gayunman, limang ruta ang sinasabing “exclusively reserved and segregated for particular applicants.”
