Federal shift wa’ epek sa e ekonomiya

Sa kabila ng mga alalahanin ng economic managers ni Pangulong Duterte, ang panukalang palitan ng federal na sistema ang gobyerno ay walang negatibong epekto sa ekonomiya, ayon sa Malacañang.

Ito ang ipinahayag ni Presidential Spokesperson Harry Roque matapos sabihin ni National Economic and Development Authority (NEDA) Director-General and Secretary Ernesto Pernia na hindi pa handa ang rehiyon para sa naturang sistema.

Sa isang pahayag, sinabi ni Roque na nilinaw na nila kay Pernia ang usapin.

“The shift to federalism, we reiterate, would have no adverse effect on the Philippine economy,” ani Roque.

“Our budget would remain the same, as identified national projects would be devolved and transferred to the internal revenue allotment (IRA) of local government units,” dagdag niya. Ipinaliwanag ni Roque na ang mga proyektong ito ay binubuo ng maintenance ng kalsada at tulay sa mga barangay, water supply services, barangay health centers at daycare centers, solid waste and disposal system ng munisipalidad, at iba pa. Aniya, ang tungkulin ng gobyerno na ipagpatuloy ang pagpapatupad ng “Build, Build, Build” projects ay nakatuon sa policy-making. Sa isang panayam sa One News, ibinabala ni Pernia ang epekto ng pagpapalit ng sistema sa ekonomiya.

“Expenditure will be immense if we go to federalism, and we estimate that the fiscal deficit to the GDP (gross domestic product) ratio can easily jump to maybe six percent or more, and that’s really going to wreak havoc in terms of our fiscal situation,” sabi ni Pernia.
