E-cigarettes, ‘di pa napatutunayang ligtas
INIHAYAG ng alyansang nagpo-promote ng tobacco control na ang paggamit ng electronic cigarettes (e-cigarettes) ay hindi pa napatutunayang “less harmful” kaysa aktuwal na paghithit ng sigarilyo.
“The fact that it is said less harmful proves that it is still harmful, posing dangers on health. It has not been scientifically proven (to be a) healthy alternative to cigarettes,” saad ni Ulysses Dorotheo, executive director ng Southeast Asia Tobacco Control Alliance (SEATCA) Framework Convention on Tobacco Control, sa paglulunsad ng Tobacco Industry Interference Index Philippine Report 2018 nitong Biyernes.
Ang SEATCA ay isang multi-sectoral organization na itinatag para suportahan ang mga miyembrong bansa ng Association of Southeast Asian Nations sa pagbuo at pagtataguyod ng epektibong polisiya para sa pagkontrol ng tabako.
Ayon sa pinakabagong pag-aaral hinggil sa epekto ng paggamit ng e-cigarette sa kalusugan, sinabi ni Dorotheo na maaaring maranasan ng mga smokers ang parehong epekto, kung hindi man mas malala ang mga cardiovascular problem, gaya ng mga naninigarilyo.
Ang e-cigarette ay device na pinagagana ng battery, na kahawig o katulad ng regular na sigarilyo. May nicotine, water, glycerol, propylene glycol, at optional flavoring ang mga juice nito na ayon sa agresibong marketing ay “less harmful” kumpara sa mga content na nasa regular cigarettes.
Sa isang pahayag na inilabas nitong Agosto 25, sinabi ng Department of Health (Doh) na ang mga pahayag na mas mababa ang peligrong dulot ng e-cigarettes ay “unsubstantiated and remain unproven and latest reports even link them to chemicals that may cause diseases.”
“The lack of conclusive data regarding the long-term effects of using e-cigarettes, its health risks, cannot be ignored. The precautionary principle recommends that, until conclusive data regarding their safety have been established, regulatory measures should aim at reducing exposure to these products,” saad pa ng Doh.
Noong 2014, nag-isyu ang Doh ng Administrative Order No. 2014-008 tungkol sa regulasyon sa e-cigarettes, na tinukoy na kumbinasyon ng drugs at medical devices, at hindi bilang tobacco products o conventional cigarettes.
Hanggang ngayon ay wala pang kumpanya o produkto na nag-apply para sa License to Operate o Certificate of Product registration sa FDA.
Binigyang-diin ang maaaring maging epekto sa kalusugan ng regular na sigarilyo at e-cigarettes, inirekomenda ni Dorotheo ang regulasyon ng pagbabawal sa paggawa ng mga advertisement na ang mga ito ang ipinopromote.
“If I may add, the President is strong about his anti-drugs campaign, there are actually studies which show that people who smoke have a chance to use illegal drugs. The risk is as high as 30 percent. At least a million of the three million drug users could have been prevented if they have not smoked,“aniya pa.
